What the shutter controls
A gas flame needs air mixed in before it reaches the ports. The air shutter is an adjustable opening at the burner’s inlet that widens or narrows that air path. Viking’s service manual for its freestanding gas self-clean ranges sets it after the orifice spud: open the gap to clear yellow tipping, close it to stop a noisy flame lifting off the ports, and aim for a blue flame sitting on them.
How it fails here
Shutters seldom break; they end up set wrong. In Issaquah the usual reason is fuel: propane and town gas need different air, so a range moved from one to the other burns yellow or noisy until reset. That belongs to the question in convert to propane or buy an LP range. A dirty head gives the same yellow flame, so cleaning comes first; any adjustment is range repair.

- Knobs off, cooktop cold: clean the cap and head, let them dry, then relight and look again.
- Make sure no pan, foil or cloth is crowding the burner and cutting off its air.
- Leave every screw on and under the burner alone; shutters are set with the burner lit.

Is a yellow flame on a Viking range dangerous?
